Lifelong Learning refers to all forms of learning throughout life aimed at acquiring and improving competencies for personal, social, and professional needs.

Formal Learning is an organized activity conducted by an authorized legal or natural person, implemented according to approved programs to acquire and improve competencies for personal, social, and professional needs. It is validated by a certificate, diploma, or another public document issued by an authorized legal entity. Non-formal Learning is an organized learning activity aimed at acquiring and improving competencies for personal, social, and professional needs, but it is not validated by a public document. Informal Learning refers to unorganized activities of acquiring competencies from everyday experiences and other environmental influences and sources for personal, social, and professional needs. Article 2 of the Act on the Croatian Qualifications Framework (Official Gazette Nos. 22/13, 41/16, 64/18, 47/20, 20/21).


Lifelong education is becoming increasingly important in modern society due to rapid technological changes and labor market demands. This approach helps individuals remain competitive, adaptable, and capable of responding to new challenges. In addition to professional skills, lifelong education fosters personal growth and the development of social skills, contributing to a higher quality of life and active participation in society.
